Half of the 78 commercial or Mixed Use projects included a retail component. The City pledged an average of approximately 20% of the total project budget to retail projects and an average of approximately 19% of the total project budget to projects with a retail component. Non-retail commercial projects received an average pledge of approximately 20% of the total project budgets. The data showed no significant difference between the City’s pledge of TIF assistance to retail and non-retail commercial projects.
