Of the 16 industrial projects, the TIF Agreements provided that 9 projects would receive pledged assistance in the form of pay-as-you-go funds, 5 in the form of TIF notes and 2 in the form of a combined TIF note and pay-as-you-go assistance structure.

Notably, the TIF Agreements of 11 of the 16 industrial projects, or approximately 69%, included a minimum employment requirement. This percentage was higher than for any other project type. Approximately 43% of commercial projects, 6% of residential projects and 5% of Mixed Use projects had minimum employment requirements. No public/education projects included such a requirement.

Residential Projects

Between 2000 and 2008, 53 TIF projects approved by the City had a residential component. Of these 53 projects, 36 were residential projects and 17 of the projects were Mixed Use projects with residential components.
